South Africa’s Covid-19 vaccine digital certificate, which features a scannable QR code, was officially launched by the Department of Health on Friday morning.

South African Covid-19 vaccine certificate system put into operation, first appeared online Tuesday, without any announcements from the Department of Health. Vaccinated South Africans rushed to access their digital certificates and received error messages.

The department then clarified that the system was “not yet officially functional in a real environment” but rather in a test phase “to resolve any possible problems” before launch.

The development of the Covid-19 vaccine digital certificate comes amid the government’s decision to ease lockdown restrictions and create certifiable proof of vaccination.

“It can be used to facilitate travel, [for] access to establishments and gatherings, and to other forms of activity requiring proof of vaccination status ”, President Cyril Ramaphosa said of the vaccination certificate during the announcement of South Africa’s move to the Adjusted Alert Level 1 lockdown on Thursday.

“Streamlining and standardizing vaccination evidence will also go a long way in easing a number of international travel restrictions to and from our country. “

The system, developed according to guidelines published by the World Health Organization (WHO) in August, creates a digital copy of the standard vaccination card issued to people at vaccination sites.

This digital version, downloadable in PDF format and usable on a mobile or printed device, is linked to the vaccination code issued by the Electronic Vaccination Data System (EVDS). This EVDS vaccination number is written on the physical card and the verification SMS received after being vaccinated.

The online portal requires those who have been vaccinated against Covid-19 – either with the Johnson & Johnson (Janssen) one-shot vaccine or with two doses of the Pfizer-BioNTech (Comirnaty) vaccine – to complete a form. The person must choose their “identity type” using an RSA identity number, an RSA passport number or an asylum seeker / refugee number.

Once the form has been completed, with the type of identity, last name, first name and EVDS code, users will have to provide their mobile numbers. A unique PIN code (OTP) will be sent to the number provided in an SMS. The OTP can then be entered to access the final and digital Covid-19 vaccine certificate.

The generated QR Code is not intended to be readable by the general public, but for establishments and events that may impose access policies that require proof of vaccination.

The Covid-19 digital vaccine certificate system will be rolled out in phases. The system launched on Friday morning is part of the first phase, according to Health Minister Joe Phaahla. Over the next two months, the system will be refined.

Part of the next phase includes launching a mobile app that will allow people to access their digital certificates. It also includes the output of a dedicated QR scanner, which will be used to check a person’s immunization status for access control purposes.

The “expiration date” that was on digital certificates downloaded before the official launch has also been removed. EVDS project manager Milani Wolmarans explained that the initial expiration date had nothing to do with the effectiveness or timing of the vaccines themselves, but rather updates to the digital certificate system.
